What is PPWR?

The Packaging and Packaging Waste Regulation (EU) 2025/40 entered into force on February 11, 2025. It replaces Directive 94/62/EC — the framework that has governed EU packaging law since 1994 — with a directly applicable regulation, meaning it takes effect uniformly across all 27 Member States with no national transposition. For businesses, this eliminates the patchwork of national interpretations that existed under the old directive.
